Charles "Tom" Caraker, former Troy Mayor, 73 of Troy, IL, born November 23, 1944 in Du Quoin, IL, passed at home, peacefully surrounded by his family on Tuesday, October 23, 2018.
Tom was the former President and owner of Flo-Systems, Inc. He was a graduate of Du Quoin High School and Southern Illinois University's School of Environmental Technology with an advanced degree in civil and sanitary environmental engineering and planning. Tom Co-authored and was a holder of two water purification patents. He was active in many professional environmental Engineering affiliated organizations. He was on the Planning commission from 1979-1984, Alderman 1984- 1989 and was elected Mayor of Troy 1997-2013. He was on the Board of Directors Illinois Department of Public Health, Environmental Health Division, Vice-Chair of Madison County Storm Water Commission, Illinois Patriot Guard, Southwestern IL Mayors Council, Past President, Ambassador and supporter of The Troy, Maryville, St. Jacob and Marine Chamber of Commerce, 3rd Degree Master Mason, Marine IL, 32nd Degree Scottish Rite, Belleville, IL and member of Ainad Shriners, East St. Louis, IL, SAL of Bussong-Mersinger American Legion Post 665, St. Jacob, IL, VFW Post 5691 Auxiliary, Collinsville, IL. Tom was an avid aviation enthusiast, holding both VFR and IFR private pilot's license, he enjoyed boating, golfing, camping and nationwide motorcycle touring trips.
Tom was preceded in death by his father, Charles Elmer Caraker; Mother, Glenna (nee Miller) Poole; brothers, Walter, William and Glen Poole.
Surviving are his wife and best friend, Norma (nee Bequette) Caraker; children, Tom (Stacey Rea) Caraker Jr. of Bunker Hill, IL and Kembra Caraker of Pocahontas, IL, Neil Howard of Maryville, IL, Andrea (Sean) West and Jenny (Josh) Hosler both of Troy, IL; grandchildren Kelly Marie Clark and Tristian Charles Caraker, Emma and Audrey West, Great-grandson, Dameon Clark; brother, Fred Poole; sisters, Debbie Mileham, Beth Roos, Ruth Wright and Penny Poole; mother-in-law, Barbara Coonce; brother-in-law, uncle, cousin and friend.
